Many in the boxing world felt it was Manny Pacquiao holding up the super fight fans have lusted for, but it is now time to place the onus on Floyd "Money" Mayweather.
There is blame to be placed on both sides, and it's not surprising. This potential fight remains the buzz of the boxing world. They have no reason to think they are losing any money by holding out for what they want.
However, Mayweather apparently seems intent on not negotiating. Pacquiao, meanwhile, has certainly made some concessions.
Rick Reeno of Boxing Scene provided this quote from Pacquiao:
I already announced everything that they wanted. I'm just waiting for the answer [from Mayweather]. It's up to him.
Previously, Pacquiao had refused the drug testing, and he was demanding a 50-50 split. However, Mayweather still wants a greater split.

According to the rapper turned boxing promoter, Mayweather wants Pacquiao to accept a flat fee of $40 million. That is going to be far less than 45 percent of the take on this megafight.
50 Cent then provided some insight onto why Mayweather carries this stance:
Having to pay that kind of money really irritates Floyd. He feels that when someone is making more money than they ever made, they shouldn't be asking for more. He feels like he's the star and he should be making the money and they should be thanking him for what he's willing to pay them.
Now, it is important to note that Money and 50 Cent recently had a falling out, but nothing he says in the above passage is out of character for Mayweather.
He is an ultra-competitive person, and he has gone to great pains to build his brand and increase his earning power.
His stance is essentially another power trip. He doesn't want to just prove he is a better boxer than Pacquiao, he wants to prove he is a shrewder businessman.
Until Mayweather starts making some concessions, the reason for this fight not happening lands squarely on his shoulders.
Despite all of this, there is not a doubt in my mind this fight will happen. At some point, these fighters will face dwindling purses, and both men are accustomed to living large lifestyles. They will then both be forced to come to an agreement.
